Hostages affect XP for as long as they are present on the map. So before you rescue them and after you rescue them but while they're exiting, they're draining xp.

A fix should be in the Going Rogue issue, which is coming in August, according to what Dr. Aeon said a while back.

I just played my arc and was getting 46, 55 up to 163 xp. I tried a 5 star arc and was getting 9 at lvl 21 +0. Not good enough. I will not be playing any arcs with any allies until it is fixed.
