So many quotes are not necessary, and i'm not sure how it reacts to the quotes being around the cce command by itself..
The command should simply be: cce 2 ccevillaugh.
About the costume slot numbers, they are numbered in the order that you get them. It doesn't matter what task you do to unlock the slot. 0-4 are slots 1-5, and VEATs can even use 5 in the command to use a hidden uneditale 6th slot.
I was trying to set up 3 macros for each of my costumes each with their own emote change, I managed to get a few to work though was never able to get one to change into my 2 costume slot. "cce" 2 "CCevillaugh" is what I have but with further changing of the numbers from 0-4 trying to see if I could get it to change to the correct costume all of them stopped working. I don't get any error or time error displayed it just dosen't do anything, I have also tried turning all my toggles off to see if that mattered. Not sure if it matters but I didn't get the costumes in the usual order I was busy and not paying attention and did the lvl30 then the lvl20.
