I'd say Fiery Melee (good balance of AoE and ST damage), Spines (very good AoE, kind of lacking ST) or Elec Melee (great AoE and better ST than Spines).
As for secondary, either SR (easy soft cap), WP (not too hard to soft cap, easy on endurance), Invuln (especially good against S/L enemies and a bit easier to soft cap than WP) or Shields (costs quite a bit to soft cap, but after that's it's just crazy).
EDIT: Funny, just noticed I only gave you secondary suggestions for sets that have Defense in them. Soft cap does help your scrapperlock, though...

I played my scrapper a lot before I moved to villainside on Virtue, and well, I really want to return to those old days of Scrapperlock that brutes just can't seem to capture for me. I had a kat/reg scrapper and I LOVED her, and I'm looking for something that's just as insane.
I'm looking for something with a bit of farmability, but mainly, well fun. And can definitely hold their own, especially in Cimerora. I'm not looking to tank Rommie (Maybe if IOed), but at the same time, I don't want to have to huddle close to the healer 24/7 just to survive.
I was thinking perhaps an MA/Regen or WP scrapper. Or MA/Shield. Especially because I can slot dragon's tail with a KB +rech proc.
I was also thinking of going with some sort of Spines/, perhaps a /fire or WP/Regen. But I'm not sure how Regen compares in Cimerora, especially compared to WP.
Someone, gimme some inspirations! Help me relive those days of SCRAPPERLOCK!
