Haven't checked other chains, but I lose huge DPS when going from:
Smite -> Midnight Grasp -> Smite -> Siphon LifeTo:
Smite -> Siphon Life -> Laser Beam EyesAnd adding the Achilles' Heel wouldn't come close to making up the difference. The reason I was looking into it was that second chain just happens to spam Siphon Life almost as fast as it comes up, so improves survivability, plus I wanted Laser Beam Eyes anyway for set bonuses.
I'm only guessing, but I'd bet that almost any decent chain will beat a chain at equivalent recharge with Laser Beam Eyes in it, despite the boost from Achilles' Heel. And if you aren't using it in your chain, you aren't benefiting enough from the proc, and should save the slot.

The debuff is mainly useful for high hp targets... Most little badguys die before you get the full 10 seconds of effect. So the only time it would help is when you want maximum ST damage output.
A long time ago I looked at that possibilty of using laser beam eyes to get a higher damage chain on some of the lower ST DPS sets. I don't remember the specific results, but I never found a case in any powerset where it gave me the best overall ST output damage for that set. And that study was before several of the lower DPS sets received buffs and flame mastery gave us access to fireblast.
