Just a small note - the Family in that range are villain side only. If you put them in a mission and play it with a hero you'll get the closest heroside ones, which are level 20 minimum. Even on a level 5 character.

You can, however, always create a custom group of Mooks and rename them.
Or, seeing as The Family are pretty easy enemies anyway, use the lv 20 ones and have them scale down to 5-20.

OP: Family could be a group that gets involved in this sort of thing. They're mainly drugs traffickers with a penchant for explosives and old-fashioned shootouts, but I see little reason to bar them from running what is, effectively, a slave trade.
This sounds more like a 5th Column or Council operation. Especially since lately the 5th seems to be taking up Arachnos' slack.

This is probably not the best place to ask this, but I'm not sure which forum would be better...
I'm planning a lower-level AE arc (5-20 level range), one that would be at least theoretically possible in the game, so no custom enemy groups. The concept is shutting down an underground auction that sells kidnapped people to groups like the Vahzilok, the Circle of Thorns, and the Lost.
The problem is... I'm not sure who should be running this operation. There aren't a plethora of groups available in that range - I'm pretty much stuck with the Hellions, the Council, the Outcasts, the Family, and the 5th Column.
So... which of those groups do you think would be appropriate for running this auction, and why?
