I noticed - just making sure the issue is noticed and acknowledged. That's how things get fixed, after all.
No, submitting bug reports via /bug command makes the issue noticed. While developer responses to issues voiced here since this issue was release is commendable, it's still a rarity. /bug will get it added to issues to be investigated.
