I was wondering if some of you Forumites could help. I have a Ice/Ice/Ice blaster that I am deciding I may IO out. I want to get to the Slashing/Lethal cap but am having trouble, as I also want some decent Recharge, if not perma hasten. (I know it won't happen but can dream). This is as close as I could get for both the wants, if I have to sacrifice some recharge to reach the soft-cap I don't mind.

First thing that jumps out is that you're missing a steadfast unique; hoarfrost can take one if you can come up with one more slot from somewhere.

ed: alternatively just pick stuff to drop and go with weave. With as much recharge as you are building for I bet you can get away with dropping some attacks.

Okay, with that advice I tried to fit in weave, and get the steadfast unique in. I was able to break 45% Def to s/l, but lost one of my holds (The one that takes forever to go off) and my second tier. I decided to drop Ice Bolt, as it does, about, half as much damage as Ice Blast and only recharges a second faster. With this build, it also has only a few seconds off perma hasten. Granted the Defense powers and Hasten have to have level 50 enhancements, but I can deal with that.

S/L defense is good, but I'm quickly finding out that positional defense was the way to go. It's difficult to fight enemies in end game that have non s/l attacks like carnies and rikti. I'm highly considering changing my build to either a soft capped range or melee depending on which one is easier.

Yeah, s/l by itself leaves you with pretty major problems with certain enemy groups (notably rikti, but also CoTs and probably others.)

It seems like most melee attacks have an s/l component, so I tried to softcap ranged and s/l on my blaster. Got up to 40% on both, which with some piddly team buffing gets me up to the softcap. I could probably get up to the softcaps self-buffed, but it would involve giving up aoe powers that I am pretty attached to.

ed: to actually get your new build, quinz, six slotting stamina with efficacy seems a little wasteful. You could get the recharge and the damage bonus by six slotting weave with 5x Red Fortune and a lotg +rech; you can probably make up the lost 1.5% recovery with the extra endred in weave, just slot stamina with level 50 endmod IOs, and wind up with another slot or two to play around with.

You could probably drop the res/end steadfast piece from tough, too. I generally don't run tough on blasters; by itself I don't think it takes enough of the edge off of hits to be worthwhile.

The reason I was doing S/L defense was because of the Ice Armor already gives me a major head start on capping s/l and many high end enemies use S/L, like Nemesis, Malta, Freakshow, Cimerorans, some Rikti, Many of the alternate dimension enemies. In fact only ones that I can think of that don't have a s/l component high levels are things like sappers, boss carnies, a majority of Rikti and the Praetorian Shadows and Mentalists (From Mother Mayhem).

I will try an alternate build, though, seeing what I can do with changing the slots out of Stamina and placing them in Weave, as suggested and a secondary build focusing on ranged defense.

Agreeing. S/L is good until the forties and then CoT, the Mu, and Rikti start eating you for lunch.

But, teaming with some mitigation can change all that. You're a blaster afterall. Don't sacrifice the damage output. A good tank can keep the aggro off you even if you're AoEing the whole planet.
