Willpower's a good combo with spines for a couple reasons: first the higher endurance recovery helps offset quills.. and Willpower is just a good solid set to start with on the defensive side.
On it's own though, Fire's going to chew through single targets quicker with it's more pwerful single target attacks and stacking D.O.T.'s. If your aim is to hunt Ebby's, AV's, and Monsters, Fire would be the way to go.
