Its pretty awful as far as builds go. The list is pretty long but "you skipped MoG and took fly" is a good enough start.

look at all the common suggestions vet players give throughout the PvP forums like +recharge, procs, perception, phase, SS or SJ, what DR is, webnades, taunt, res etc. then try again buddy.

Yeah buddy, listen to all of these above of what they've mentioned. Fly on a melee toon? Fly is the no-go-to when you design your build for a scrapper, any scrapper that is. SS + SJ are prime PVP travel powers.

Advice: when ever you are looking at Mids to build a toon, look very deep within each and every detail per power such as damage, acc, recharge-time, mez type (which could be useful for PVP environment) activation time (it is said that longer animated powers may add more damage in PVP) and last but not least, the duration time of a power that will have an affect on per target. Some durations differ in magnitude per power between AT's for the same power both has access to get Like Defenders and Blasters which are good examples.
