AV Soloing or an all around build mostly. Sorry forgot to add that.

Well just looked at it and your missing one of the best powers for Dual Blades, Blinding Feint. If you want to solo AVs you should really take this power. It adds to your tohit and gives you +Damage. It will help out your DPS a lot a make AV soloing a lot easier. Also for AV soloing or an all around build I would Drop Elude, It would just get you killed in an AV fight, and you don't need it when you get to the soft cap for Defense.

With the slots you have it is going to be hard to make a good AV solo build. Some powers like Agile, Dodge, and lucky have too many slots, you only need 3 slots in them. Another things that would make it cheaper is to take the Fighting pool and take tough and weave. It will make it easier to get to the soft cap so you don't need to spend a lot of inf on some of the high price sets.

The one thing you should be going for with an AV solo build or an All around Build is try and get to the Soft cap. You really should have it for an AV solo build but for an all around build it is just nice to have. So your looking and sets that have +Range, AoE, Melee Defense.

Well actually that set stuff is what I already knew. I'm wanting to know which sets in particular, not what types. I know what types I need.

Useful sets for soft capping positional defenses on melee toons:

Melee defense - Touch of Death, Obliteration, Multi-Strike.

Ranged- Mako's Bite, Red Fortune, Blessing of the Zephyr, Numina's Convalescence.

AOE - Scirocco's Dervish, Multi-Strike, Aegis, Blessing of the Zephyr, Performance Shifter, Serendipity.

Of these, the budget options are Multi-Strikes, Red Fortunes, and Serendipity. The others can be moderately to very expensive.

Most SR builds will slot a Steadfast Protection Res/Def IO in Tough for a 3% global defence bonus, and many will also slot the Guassian's To Hit Buff set in a power like Build-Up or Focused Accuracy for a 2.5% bonus to melee/ranged/AOE.

Mids has a handy tool for finding the bonuses you need in the Window tab under Set Bonus Finder which lists the sets offering particular bonuses and how many of that set you need.

Melee it is also worth looking at Smashing Haymaker as a discount choice. Very, very low bonus, but if you're patient you can get a full set for under 1 million. It's something cheap enough to use as a placeholder until you can get the better ones though.

Smashing Haymaker is a good discount choice to get some defense, though it's worth noting that the set is much better for Typed Defense builds rather than Positional Defense builds. I think Smashing Haymaker gives .94% melee defense.

Here is a softcapped DB/SR build I put together for a charater I am thinking of playing. The softcap part shouldn't be too expensive - the only really expensive things in it are the numina/miracle unique's and the LoTG +recharge IOs which you don't need to get the softcap. The primary focus of this build is getting BF+Attack Vitals up as often as possible though I did add in 1k cuts for some extra AE damage (and because a full set of multi-strike is a cheap way to get AE and melee def). I went with conserve power instead of focused accuracy because FA sucks and I tend to slot a kismet +to hit in it's place - between that and single or double stacked BF you should have plenty of accuracy.

and you would be correct. It also has horrid accuracy, which I forgot to mention and which is very important.
