Below is an electric/shield/mu brute slotted with SOs. You'll notice one IO in the build, a Steadfast Res/Def that is standard in just about any decent shield build. Level of the IO doesn't matter, and you can pick up a low level one usually for fairly cheap.
As I explained in game, the build isn't soft capped, but hopefully, the slotting will give you an idea of how to make your IO based build.
