I don't have a stormy this flavor, but I do have experience with storm and with psy blast. It should be a beast. You can't slot for -recharge but your build should just grind the foes' recharge to a halt.
You don't need three end reducers in steamy mist, two is plenty. You won't need two end reducers in Super Speed. Put some resistance slots in steamy mist for the fire/cold/energy resistances.

HelinCarnate:OMG it is so terrible. I have the option to take 3 more powers but no additional slots. Boo F'ing hoo.
Any glaring flaws with this Storm/PSI build?
I figure I don't have enough time to use all the powers I have anyway...
I built it originally with generic IOs, and kind of backed into using Sets for some frankenslotting and bonuses.
Other than the 2 IOs in Health, is there anything there that's crazy expensive? I'm trying to avoid spending a ton on it... and most of those slots will have generics in there for quite a while.
Oh, and I know Tornado and Whirlwind are not exactly the optimal power picks... But It's for concept, not for being the most badass Stormie out there.
