Well, you have a few problems, all related to the graphics card and drivers.
There is no official support for that card under Windows 7 so the best you can hope for is that a Vista driver might work.
Dell likely has tweaked the code on the system so that the standard ATI drivers won't install.
The most likely driver that might work on that card would be the Legacy Drivers, currently at 10.2, but they'd probably need to be modified with the Mobility Modder tool.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

So I recently decided to install COH on my laptop for gaming on the go and such. However it seems that upon logging in all the people are invisible. The environment is loading but the characters are all not loading except for capes.

I am not sure if anyone has ever seen this bug before or if anyone knows a workaround I would love it.
