Radiation Infection + Damage Proc, What happens?

Well it's not auto-hit since the PROC only has a 20% chance of going off on everyone affected by it every 10 seconds, starting at 0 seconds (so immediately and then every 10 seconds afterwards).
There are some powers which automatically do damage, Tornado from the Storm set is one AFAIK.
