I *think* (but am not sure) that all IoP's were removed from the game a year + ago. Plus base raiding is disabled at the moment isn't it? Or am I missing the point? Sorry, it's early still for my brain to think this one thru

I ended up transferring to Infinity for a few days in 2008 to get it from Ms. Mesmer and her crew for PowLib farming.
That possibility is long past, however.

I was looking at the 5 badges I still need to get on Caliburst. MoSTF, MoITF, Mo Dr. Kahn TF, and Leader (about 90mill shy). These four badges I'm extremely confident about getting since everyone here is really great and wonderful about running these MoTFs and regular TFs. However, I've got a monkey on my back, a badge called "Power Liberator". I know IoPs are not active at this point in time. I checked ParagonWiki and it stated:
"While formal raids to steal Items of Power are not yet active, informal raids are active, and if one is done on a base that holds an Item of Power, the badge will be awarded upon clicking on the Item of Power."
Now, I'm not a stranger to base raids. Not long after CoV was released the large Villain Group I was with almost ran these weekly against other VGs but there was no IoPs involved, it was just for fun.
Long story short, if I find the right help, do I have a snowball's chance in hell of obtaining this or will the Power Liberator badge always be the big whitehead zit on the face of my heroic badging career?
