Love Fallout, but it's a shame if you can't get Vengeance in there too.

Lack of Lingering Radiation will provoke build rage. When teams specifically ask for Rad, what they really want is Lingering Radiation to kill some AV's haxx regen. I despise buff/debuff sets being reduced to a single power, but unfortunately, that's the way PuGs roll.

You don't need many single target attacks to make a full attack chain, especially with Hasten and AM. Ranged Shot won't be part of your attack chain, ever (even Fistful does better single target DPS), so keep it only if you really want a long ranged snipe.

Accelerate Metabolism and Stamina and Conserve Power is endurance overkill. You can drop Fitness pool and still have plenty of endurance. Keep Conserve Power for after nuking, as it stretches the 25 endurance from a Catch a Breath a long way. Keep AM for its damage and recharge buffs.

If you free up some power slots, I can recommend Mutation as a solid 90-second buff. Huge +recharge and +recovery, and a serious amount of +dmg and +tohit. Afterwards, there's -dmg and -tohit for 45 seconds, but the -dmg can be resisted, and your RI takes care of the -tohit problem.

I need my recharge from sting, which is one reason for keeping ranged shot. Without it, I don't have that perma-hasten. I just need something to replace it. Probably just grab maneuvers.
Traded fallout for lingering. No point having it if I don't have vengeance.
Battle rez or 0.8 stam/sec... Now at this point, I'm torn. Conserve power is nice, but it's not perfect. Eh, I'll pop in Mutation for stam.

This is what I have if I were to make the build.

It's technically slower of a build, though explosive arrow when placed with the Forced Feedback proc (+rech) can do wonders for your speed. Tip: RoA while animation is going on, target enemy in the middle of mob, trigger Explosive Arrow which should go off at the same time as RoA (or at least my feeling of it).

I know it's not your exact feel for your toons, but hopefully it'll give you some ideas. I'd also like to point out my personal defenses as a point of interest.

Not sure what your goal of your build you have not told us anything about it. Although lingering rad not in the build makes me a angry camper.

Arch/rad was the first hero I actually made. It is a good combo to make...although a bit rough starting off before the defiance buff. Still without knowing what you want in you build this is mine I play with; still a bit of a mess, although perma am/hasten.
