Electrical Blast Numbers?

Is it WAI that the End Drain percentages for the Defender version of Electrical Blast are equal to the Corruptor version? I was under the impression that Defenders were supposed to have a percentile advantage over other like AT sets when it came to secondary effects.

I went to mids and got the following numbers, completely unenhanced by anything:

Went onto my Dark/Elec defender real quick and it seems that all those are the real numbers in game for Defender, and from the little bit of Corruptor check I did, it seems that those numbers are correct as well.

I'm aware of the parity/disparity between the numbers but that doesn't answer if the -End portion of those numbers are supposed to be the same across the board (ie. WAI) or if there is supposed to be a modifier for Defenders similar to those found in other primaries; like Dark (-ToHit), Rad (-Def), NRG (KB), etc. (ie. bug).

Those are the numbers according to mids, so any of those ATs should be doing the same endo drain.

Dark Blast has the T1 for Corruptors at 7.5% with defenders at 9.38% on to-hit debuff.

Radiation Blast's T1 (according to mids) is also 12.5% def debuff on Defenders to Corruptors' 10% def debuff.

End drain is a mess.

The PvP values use archetype endurance drain scalars, so defenders drain a bit more than others. But the PvE values use "ones" instead, so every AT is the same. So, in PvE, defenders drain endurance better only when defenders summon a different version of an endurance draining pet, and the defender version is hard coded to do more endurance drain, for example Lightning Storm and Voltaic Sentinel. And of course, in PvP, lol end drain.
