No it's not available on the main FTP site. However, the Paragon Wiki has music from just about every 'neighborhood' in the game, and yes, the Rikti Crash Site music is on there.

It's down near the bottom of the page. These are .ogg files, so you may need to download a codec to play them.

... Well, kind of/sort of.
I'm going through ftp://ftp.cityofheroes.com/music/ right now, looking for some of the in-game music that I really really like. More specifically, I LOVE the Rikti Mothership music that plays when entering that neighborhood. I just... Can't find it in the above website. Naming doesn't help either.
Is it in there? If so, which one? I might have skipped it.
