I'm no expert, but it sounds to me like you're suffering from an overworked CPU, which is causing your cursor to lag. Either that, or its related to the 'disappearing cursor' issue that people have run into with i17.
If you haven't already, try adding the -compatiblecursors command line to your desktop shortcut, in the same way that -test is added to allow access to the test server.
Right-click the launcher shortcut on your desktop, choose "Properties", followed by the "Shortcut" tab, then in the "Target" window, add the command line to the end so it looks something like this:
"C:\Program Files\City of Heroes\CoHUpdater.exe" -compatiblecursors
Note that the location of your CoH install may vary, but the above is the default location.
So, this may not fix your problem, but it may help. The compatiblecursors command line forces the game to utilize the basic mouse cursors that Windows uses, which may end up being smoother for you since they're [by default] not colored or textured.
Compatible cursors is now an option in Advanced Graphics options. You don't have to muck with that shortcut crap if you don't understand it. It's about one-third the way down advanced graphics options, default is "Color"... I forget what the other option is called. Performance? Something.

Yeah, there's always that option as well. I was assuming that due to the cursor issue that HeroAddict was having that it would be easier to use the shortcut, at least temporarily. If it helped getting past the login screen and into the game, then the option could be toggled on in the game settings and the command line in the shortcut can be removed.
When city of heroes loads to the login screen my cursor flickers and is near impossible to move or see. It is the same way once I login to the game. I have tried the compatiblecrsor1 fix to no avail. The cursor works fine in every other program i have tried. It seems to me that the issue is with city of heroes. I ran a virus scan and verified files, again to no avail. If anyone has a suggestion please tell away. Oh and it is not that the computer can not run the game, I am a quick load and experience little game lag.
