Now, as to your problem.... have you checked out Ouroboros? If not, I believe you get access at level 25. It's an area that will let you redo arcs that you already completed as well as story arcs that you out-leveled (and the ones you're currently in the level range for, of course). It's a great addition to the game.
I feel that the very best thing about this game is not the level of character customization, not the graphics, not the spartan-but-effective UI... it's how the game is about the journey and not the destination. The best advice I can give you is don't follow a leveling guide. Explore. Make new friends and group with them. Do story arcs in revamped and new zones. Do the Task Forces at the appropriate levels. And then, once you hit the magical five-oh, make a new hero and experience some of the stuff you missed with your previous hero.
