Costume changer heavily bugged
Having many parts change to something completely different is normal when you are editing a costume that is a couple issues old. As parts are added to the database, things get moved around. I'm sure most of us have had this happen on more than one occasion over the years.
In fact, I had this happen several times the other day when I wanted to change my character's with tails to animated ones. Most of them have been around for years. I ended up taking a screenshot so I could reference it and put things back to the way they were. I was not charged for anything except the tail change once I got it all back to normal... I mean, that's would I would have been charged if I didn't use my free token anyway. haha
However, MOST of the fees are usually reversed when you put the exact items back. There have only been a few times where 1 or 2 selections would refuse to reset. Then again, this is part of why we get the free tokens on each issue to begin with.
As for your color being off. I have never had that happen. I can tell you that the lighting and environment in the "Costume box" is different than inside the tailor, or outside in the street, so that might account for the slight change. Either that or you were editing your costume while in SG mode. That has had strange side-effects in the past. I always recommend leaving SG mode before doing any editing, just to make sure.
I think there is another thread or two regarding the power customization getting reset. I haven't been keeping tabs on it, so I'm unsure what the status is on that or if we'll be getting more free tokens to re-fix them again. It could be important to save your custom power profiles so you can set them back quickly if they get reset again later.

And switching the pieces back did NOT undo/reverse the fee.
Consider yourself lucky you can even get onto the tailor theres a whole bunch of us that cant lol.
In relation to your problem, Ive had the same thing happen pre i17 as well, dual pistols in particular, always resets your first pistol back to semi auto no matter what you pick. Unless you notice it there and then you usually end up finding out your pistols dont match mid mission which is annoying.
Usually though, like mentioned above, switching the pieces back reverts the fees but if that doesnt work the reset button usually does it. If it doesnt then its probably something to do with the designs being changed in i17 with ultra mode, the system probably recognises them as new pieces. If this is true then you should only get charged once when you change it, does this repeat its self if you change the pieces then go back?
I went to the tailor today to have my alternate costume slightly changed, and as the screen first appeared I noticed my gloves, pants, and boots had been reset to something entirely different, and had automatically tacked on an infamy fee for each change.
I figured I'd just change them back to my original settings, which should've negated the infamy fees, but they stayed the same.
Because the fee was so severe for all the changes (both wanted and bugged), I had to use a free token.
Upon exiting, I realized that my costume's colors had changed as well. The pigment had darkened slightly. The only reason I could tell was because my alternate suit is just a "more heavily armored" version of my normal suit, and you can tell the difference when switching between them.
And because the only changes I wanted to make were to my suit exclusively, I just clicked right through the powers window... which was apparently a mistake, because for some reason it had defaulted to the regular power style and color schemes, and I accidentally accepted them.
So today I ended up spending three costume change tokens because of how bugged the editor is!
EDIT: I also want to say that I exited the costume changer window and re-entered several times to see if it would fix the costume bug. I even exited CoV and re-launched it to see if maybe that would help.
