I will say that DM/Elec isn't a bad combo. If anything, it's probably a very good combo (Siphon Life on any mitigation based secondary is great, both sets love recharge, acc debuffing combined with mitigation based set is great). It might also be one of the only non-WP/Regen builds that I'd suggest not taking Stamina on (Power Sink + Dark Consumption = awesome).
The combo would probably play a lot like DM/Fire which has seen a fair bit of appearance on these forums (though the presence of everything but */Shield dropped by a fair amount after people found Shield and their jaws dropped). If you want to get some examples of what to build, I'd think about looking for those builds: in my experience, */Elec is very similar in build and playstyle to */Fire.
My advice of what to aim for is pretty simple: defense, recharge, and +hp. Defense provides you with the best mitigation options you can get via IOs, recharge lets you use Energize more often, better uptime on Soul Drain, better end recovery (Power Sink and Dark Consumption), and access to the coveted MG>Smite>Siphon>Smite attack string, and +hp gets you more hp/sec regeneration.
For sets you want, I'd suggest Touch of Death 6 piece or Kinetic Combat 4 piece (with 2 Mako's Bite to fill out the enhancement values), depending on whether you want to go for positional or typed defense, for your melee attacks, Obliteration 6 piece for your AoEs, Doctored Wounds 5 piece for Energize, Aegis 3 piece (or 5 piece) or Reactive Armor 4 piece, depending on whether you want to go typed or positional, and LotG for any defense based sets.
Let me see what build you came up with and then I'll throw you mine.

I appreciate the reply, and no worries about an early bedtime occasionally, I do the same, I was just up late as a result of having my last final today and the combo kind of struck me.
Anyways, some of the points you mentioned were exactly what led me to think that this combination will be very successful. In fact, the recharge alone will be something that makes me grin.

If so you may not have known that in the fairly recent past it was changed so that your forum log-in password is the same as your game log-in password.
First thing that came to mind for me when you sad that you can log into the game and not the forums. Try using your game log-in and see if that works.
If it doesn't, then you have a problem I can't help with and Support would be a good idea for your next stop.
As far as the powerset combo goes...yeah, DM/Elec should play pretty nice. I'd probably have one myself, but I don't have time to actually play all the builds I think up.

Yea, I was aware of the change, but for some reason, it still wont let me log into the forums...I guess ill have to get ahold of support.

Hey all!
I seem to have lost access to my main account on the forums(can log into game, but not the forums...?)
Anyways, Iv'e been a dedicated member of CoH since 2005 with just a few breaks, and whether or not I was on break from the actual game, I tend to gravitate to these forums daily. It is only now that I'm wanting to get more involved(go figure).
So now for the gravy of what the Scrapper section consists of...builds.
I was browsing some of threads, even some fairly far back, and can't seem to find anything on DM/Elec. Is it just not a great combo? Iv'e been messing around a bit in Mids, and it seems to me that(on paper...er, monitor), that the combo would make for some tasty scrapping. Im by no means a math wizard, but judging from what Im looking at, I may go ahead and make it my next project.
Any pointers or opinions from the "big names" would be greatly appreciated. And again, I'd like to thank all of you guys(and gals) on here that are active enough to encourage getting a little deeper than the ride to 50 regarding such a great game and community
