As far as getting a lockup when adjusting a slider, I used to get that with the Water Effects slider.
The only way I could adjust it down without crashing, was to enter the game is 'Safe Mode' and adjust the graphics settings, then re-start. Though I've not had that issue since it went live.
Resetting it to Default should also work, but I think with i-17 the default settings adjust to what my card can handle, even though it's higher than what I normally run on for performance sake.
As for the drivers for your "brand spanking new card" are you using the drivers that came with the card or from their website?

Also, check the settings in the nvidia control panel. Make sure you have an entry for City of Heroes and that the video settings in the nvidia control panel are set to allow the application to control whatever settings have that option available. Sometimes a setting in the game may be in conflict with the settings in the control panel of the card and result in issues - you may have to turn a control off in the CoH entry in the control panel and control it completely in game (I had this happen in beta and for the life of me I cannot remember which setting it was - and I'm at work at the moment so I can't check).

When I try to change the Shadow Mode and or Shadow Map Shader settings I lockup hard and have to close the program from the taskbar icon or from task manager.
I also get the same lockup problem if I click on somebody and select "info", I also get it when logging out and selecting the "Exit Now" option.
I'm running windows 7 64bit and have not ever had these issues before I17. I'm also running a single EVGA GTX 470 SC video card. Latest drivers and all since it is brand spanking new.
