The Omniscient Sentinel Issue 1
The story is good except for a few details.
The most glaring is the date when the story takes place. If this is to be true to the City of Heroes lore, then Paragon City would still be in the middle of the First Rikti Invasion in September of 2002, so Sky Raiders would be the least of the city's concerns.
Another is that one of the doors on Page 5 had the Architect Entertainment logo on it. AE did not exist until 2009.
Still one more is the video footage of Pocket D nightclub. Again, this did not exist in 2002. Pocket D came into being at some point after the release of City of Villains (Issue 6) in 2005.
Outside of the date, the only two other issues are the "Coming Soon" page on page 1, which probably should be on the other side of the cover page, and the the price listed on the cover. Unless you have explicit permission from Paragon Studios/NCSoft for the use of the features, giving the impression that the comic is being commercially sold could run into some legal issues.
Outside of the above-mentioned issues, this is a good beginning.

We arranged the pages in that order to make for a nicer view when you switch to double page viewing. The printed copy had the coming soon page as the back cover.
Regarding the price, we discussed omitting the price tag but decided against it, because we wanted to go for an authentic comic book style complete with price tag and bar code. Of course the physical copy won't be sold and its fanart nature was well explained at the exhibition and that's also one of the reasons we included the Q&A part.

Actually on the price issue, the company avoids giving a set answer on this. From what I understand from other situations people have been in, if there is an actual price on it, the company usually requests how much of a profit you have. I know someone that had this and they asked them, they replied that they barely got enough and what little they had they put back into their websites maintenance/upkeep to continue to display the comic (which is pretty much free advertisement for them).
Their reply at that time was "Alright cool. Keep up the good work" or something to that effect. So unless you are making an actual profit, a company doesn't care and just turns a blind eye to the issue... more often than not.

Fairly good effort all round O.S. will we see more in future?
Not sure if this is a mistake, but on Page 7 of your PDF, Bob says "there is no guarantee the sensible data he collects...".
I'm assuming that this is supposed to read 'sensitive data', because otherwise the comment makes no sense to me..?
Also, it seems slightly odd they'd refer to an computer program as a "he" as opposed to 'it', but perhaps that just being overly picky.
Also with other uploading programs like www.issuu.com, it will form into a book format.

Regarding more issues, we talked about the origin stories of our other characters that might be suited for a comic treatment (like Lilium in the preview page), but i don't think we will have the time for that with our upcoming final exams. Sentinel's story will continue in-game of course
