Its not that lethal damage is bad in pvp, its the same as every other damage set since i13. Its the fact that claws has ranged attacks like focus and shockwave, the damage is very low because of it, stupidly low in fact considering someone can just pick up sharks and hit a ranged crit anyway.
The -res proc can be slotted in any -defence powers but if you do insist on trying this for pvp, dont say i didnt warn you.

Looks like I'll try elec then.
You have two builds. I recommend a PvP build and a PvE build. You will be much, much happier going this route than trying to use one build for both.

Stalkers don't need -res procs in PVP.
Primaries: Elec & Spines are the best two. Any others will do. The only attacks you're going to use are AS, Sharks, and Thunderstrike(elec) or Impale(spines.)
Secondaries: Willpower, Regen, Ninjitsu.
Clawls actually has a faster Build Up than other Stalker primaries (72 second base vs. 90 second base) so I've seen a few people use it for arena builds where all you're doing is using AS and Sharks. For zones I'd go Elec or EM though, paired with WP, Regen, or Ninjitsu (WP if you don't have much cash to spend, Regen if you have a decent amount, and Nin if you've got a lot).

Hi, I heard these sets were bad in PvP due to lethal damage, and not a lot of burst. However, I'd like to create a PvP-oriented stalker with some solid sets (and powers), preferably with room for a -res proc. What sets with a power that can hold an achilles' heel proc would you suggest for PvP (and a bit PvE)?
PS I just wanted to hold the proc so I can be useful in TFs more
