Earth/cold level 50 build
This is a controller right?
If so, this build leaves open a lot of options, I havent had an earth/cold, but I have had earth controller builds, and I have an active /cold with a good build on it.
I'm a big supporter of the idea that there is never too much debuffing, so personally I would start with 5 sets of 5 (if not 6) Analyze Weakness sets, the bonuses that set gives are pretty good. That right there would give you +15% damage, +55% accuracy, and can be put into any of your primaries pretty much, and several of your secondaries.
I'd then build around that, throw some luck of the gamblers in the shields and Arctic Fog, and anything else that didnt conflict too much with the existing sets.
It might be silly to do an accurate build like that with all the defense debuffing though, but you are already about as endurance friendly as it gets with Heat Loss (I can easily cap my recovery with that power if I run in for it, and my /cold is 39), and most of your damage will be from your pet, and just overall DOT. You could go for a recharge build, but I personally don't see the point with that combo, except maybe to try to make Heat Loss perma.
After that the only real option I see is a survivable build, which would be mostly dependant on 6 slotting for set bonuses. You already have some defense from Arctic Fog, so just trying to raise that up to be higher, without letting your role as a controller, buffer, and debuffer suffer.

I'd put impervium armor 4 sets in your (personal) armors, for one. Those help endurance quite a bit. I just build one out, only thing I fully 6 slotted with one set was animated stone and heat loss.
In fossilize I love a 4 set of basilisks with both lockdown and devastation procs (for more hold), stone cages, stalagmites, and volcanic gasses are rockin purple sets.
Stone cages has a posi damage proc in it, and volcanic gasses has a 50 rech IO to get its duration down. I slot earthquake with tohit-debuff, since you have so much -def everywhere else (5 set of dampened spirits). Sleet is the fun one: 3 rech IOs, and 3 procs, it has plenty to choose from. I picked shield breaker, lady grey, and achille's heel.
Infrigidate took 1 accuracy IO, and 3 procs (two damage and 1 -res proc).
I obviously don't know your exact build, so this is all relative, but generally, you want procs in your commonly fired powers, yeah.

Starting to work on my level 50 build, character should be hitting it in a week or two.
Problem with this character is that near all the powers take multiple sets and most of the powers don't really need to enhance their prime thing (kb, defense debuff, and slow). It's just that you have so much stacked defense debuff and slow it's not really needed.
So this leads to the question... Forget six slotting? Six slot of one set to get full benefits? Franken slot with tons of procs? On most characters, I'm a big fan of six slotting for the tier 6 slotting bonuses, but due to the unusual nature of this AT powerset combo, was looking at all my options.
