Well-established and updated continuously for the past history of the game.
NOTE: Do not use the "wikia" version as it hosts malicious things to harm your computer and is a haven for RMT ads.

Think the OP is mixing the Powerwiki (which is a rather... poor wiki/manual, IMHO) with LiveStatus (also part of Aion, which shows things like Abyss control - which affects prices there, character lookups, mail and broker status.)
LiveStatus (at least the character lookup - example here) is more like the City Vault was meant to be.

The Vault looked promising, but never got off the ground. And while I know the Aion powerwiki has it's issues - it's the best thing going within the corp infrastructure atm.

Well, we have been told that the City Vault is on "indefinite hold", which usually means "not happening" in PR release-speak.
So I guess the answer to your OP is there isn't any plan to roll something out for the foreseeable future.
