Can someone tell me how we download the test Server?

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Ok I have been hearing people talking about a "Test Server".
Also if you can tell me to whats the Test Server all about anyways?
I have been wondering how do we download a test server for CoH?
