Did you do Kalinda's missions? You'll sometimes have to clear some of those out before she'll offer you the cape mission.

I recently rolled the awesomeness that is widow, and i have reached level 20 and got my 2nd costume slot from cap (im aware you can get one at level 10 from missions as well but not done that yet)
However on my 2nd costume slot i was wanting to unlock capes, now i spoke to my first contact, and did a couple of missions and unlocked kalinda, and still have no luck, so can anyone tell me where i need to go/what i need to do to unlock capes for my 2nd costume please?
