They will fire off only when you use the power, and then be active for their 120 second duration.

If I slot, for example, a Numina's Convalescence: Regeneration/Recovery or a Miracle: Recovery, into a heal other power such as Sooth or Absorb Pain, 1) would the procs fire off ONLY when I use the powers; and 2) would the procs benefit me or my ally target??
