Weird fps drop

Not sure if there is a post for this, I saw one earlier that recommended installing the latest version of my video drivers, which I did, but I still get the random low fps and it lasts about a minute or two. Anyone else having this problem? I'm not sure if any of this will help but here is my CoHHelper info. It also affects my entire computer.

With an integrated video "solution" like the 9100, you really shouldn't have any of the more advance shader effects on such as DoF, Bloom or Water Effects. You may also want to turn your Maximum Particles number down to 5-10K.
