Tempest: Chance for Endurance Drain

How good/bad is this? Contemplating getting it for my Elec/Elec Blaster but wondering what everyone's opinion of it is.

As an elec/elec blaster, you have some really good options to drain endurance. This proc is not one of them.

Slotting elec blast powers with this proc is like replacing damage enhancements in inferno with damage procs instead. It has limited and not very useful effects and comes at the cost of an enhancement slot that is best used for other things.

I was contemplating using them on my Fire/Elec. If I put them into Flares and Blaze, then every single one of my single target attacks will have a chance for end drain. Considering that the build is all about DPS and no survival, and there's a lack of -recovery to help the end drain, perhaps the procs could help keep down a baddie's endurance bar.

But most likely, it won't make much of a difference. I'm still curious though.

The recipe dropped for me while I started levelling an electric blaster, so I crafted and slotted it.

I wouldn't pay for the privilege, though. Entirely underwhelming. And Short Circuit is so much more effective than the proc, I probably would not notice if it went off.
