At some point, Test will have the current Live build (usually at the time they close a branch). Probably at that point, people who don't have GR will not be able to make new DP DS characters, but should be able to use any they still have made.

Alternatively, since Test doesn't link to the Commerce server in the same way as Live, it's possible they will treat GR like they do Slot upgrades, and all accounts will have access on Test. That's unlikely though, since it would mean people would get to play all the GR content simply by playing on Test all the time.
