My claws/regen doesn't need it at all, because he has more than enough endurance to run FA.
My BS/DA needs it desperately, running FA isn't even an option for him. He's just barely this side of end sustainable as it is running 9 toggles. One more would break him.
If you find that you are ok with just FA then you don't need it. It's really a question no one but you can answer, since you are more familiar with your builds than anyone else.
Too many variables to give a definite yes or no.
Are you going to be fighting uplevel? Do you have a lot of defense debuffs in your primary? Does your IO slotting give you a lot of accuracy? All these questions will have different answers depending on the character, and all must be considered when answering whether or not you need that particular IO.

A note on this thing: it's mislabeled. It's actually +tohit. This makes it more potent, as it's multiplicative with accuracy enhancement, rather than additive.
It might also be noted that a good portion of focused accuracy was moved from being +tohit to being +accuracy.

I'll generally slot either the Kismet + Tactics or Kismet + Focused Accuracy. I fight uplevel, and I hate to miss. But you should be fine for most content with just Focused Accuracy and some decent slotting.

I'm actually having issues deciding between another LotG 7.5, a Winter slow res, or a kismet. Only have one slot for it, and still am bouncing between all three choices :/
