Sonic/EM Build
Some personal flavor things:
I prefer flash freeze to snow storm, the end cost and rather small utility of SS is trumped by the set bonus's from a fort hyp set in flash freeze.
I would drop total focus, for a reason that pertains to shout as well; you can do JUST as much damage IF NOT more from a LONGER range with shriek and scream chains. Total Focus, IMHO, is horrible.
If you MUST have a melee, I would rather bone smasher, becuase you have enough attacks that will root you long enough for you to make a sandwich.
Root sandwich sounds delicious.
