Copy the CoHupdater to the new computer desktop.
Start the download, following prompts etc to install into a new folder.
Stop the download after a file or two has been downloaded.
Copy the cityofheroes folder from your USB (or DVD etc) to the folder just created on your new computer.
Delete the checksum file.
Start the CoHupdater again.
Wait. Get a coffee. Ignore the first time estimates. Wait for verify. *check the tech forum section for guides running CoH under win7 incase of trouble.
Play.
I don't suffer from altitis, I enjoy every minute of it.

In the search page, in the tag search box, put "test server" and "install" - it will get you Bill's guide (it's a moving CoX/Installing the test server guide, basically same steps for both).

I tried the trick of loading everything onto a external hardrive then got the download cient and started the DL. Stopped it and transfered files from the external...It worked great! Would have taken 4 hours to download from server...took like 4 minutes from external drive. Thanks again
