I can't comment in depth on the build, but taking a quick look at it it looks pretty solid for the most part.
One thing, I would swap the Armageddons from Lightning Field into FSC. You'll get a lot more use out of the higher damage, the proc and the high recharge values from the Geddons in FSC. I'd put 5 Oblits and an end rdx in Lightning Field.
I'm not sure what powers you'd be willing to drop for them, but if you can fit in Fire Blast and Fire Ball you'd be golden. Fireball is a fantastic AoE and combined with FSC = awesome AoE damage. If you could put Ragnaroks in it it'd also give you a little mitigation. Fire Blast is just an all-round strong ST Blast and the prereq for Fireball.
As for your questions, yeah, it's a solid build. Very high AoE and ST damage. Only thing is its fairly squishy, but you might have solved that with the defense bonuses (I can't see what kind of numbers you've got).
For PvP, ehm....I can't comment with too much authority on that. What I do know is that melee is generally not great and that /regen is the go-to scrapper secondary for pvping. Your build might be workable, but I'd be concerned about KB. When you're not on the ground (which will be almost always in pvp) you've only got 12 pts of -KB that I can see.
Most pvp builds I see aim for at least 35+ points, optimally 41 so you can get hit by Power Thrust or a similar high mag KB power and not get knocked on your ****. So....since Grounded and 8-12 points is more than enough for PvE it might not be worth building for more if you're only pvping very casually.

I have had a search through the forums but either Fire/Elec is very unpopular, or I am just useless at searching since the only thread I found said "Ignore this thread", so if I have somehow missed the info I am looking for please forgive me

Anyway, the idea of this build is to be a single target beast, since I use my Elec/Shield for when I am in an AoE mood, and I understand the best attack chain is Cremate > Incinerate > GFS for which I need something like 240% recharge in GFS.
The other aim of this character is good survivability, so I was aiming for about 20-30% defence to all (I aimed for positional defence over typed).
Endurance usage pretty much takes care of itself by the looks of it
The build I have made at the moment does actually tick all those boxes, but it just doesn't look very nice to me for some reason. I think it might be the slightly low melee defence, but it could also be because I am quite close to perma-Hasten (And I think that would mean perma-Energise?).

My last 2 questions are: Is this actually a good idea for a toon? And does anyone know how it will work in PvP*?
*I don't actually care, but it would be nice to have a toon that worked well there for once without requiring a complete rebuild.
