Why is WP the better set? IMHO Invuln is slightly stronger, although the difference is small enough that I regard them as roughly equal. WP is easier on the endurance for sure, though; but as Heraclea suggests, the Electric secondary helps there.

Shield or Electric Armor.
Shield Charge and Lightning Rod = fun.
Electric Armor for thematic reasons.
However, since you're not interested in another shield, I'd suggest Electric Armor then.
If you go Inv on an Elec, you have a lot of flexibility with IO slotting, due to 3 AoE powers (Lightning Rod, Thunderstrike, Jacob's Ladder) and 3 Single Target attacks (Charged Brawl, Havoc Punch, Chain Induction. That can help you round out your needs if you decide you want to work out a softcap build on your inv.
WP is a good all-around performer, and easily outshines inv w/o IOs. IOs let inv catch up.
I would say Ice/Electric.
Eventually, you'd be able to use your Lightning Rod to teleport into a group, killing some (or badly wounding them). Want to recover some endurance and get some defense? Click Energy Absorption while you are standing in the middle of the bad guys. Meanwhile, your slow aura and your damage aura would piss them off and finish them off, in that order. Talk about keeping the aggro! Throw in a taunt if you have it, Otherwise, go to town on the straggling survivors or bosses with your single target attacks.

Hello all! Thanks for taking a look at this thread, I'm having some trouble deciding a primary for my new tank. I would like the secondary to be /elec, obviously, and I'm really open to suggestion on the primary..
I already have a SD/* tank, and don't really want to repeat the same primary, I'm looking more at invuln (Always had a soft spot for it) and WP..
Right off the bat, I see WP as the better set, but can Invuln be good? In other words, I'm leaning towards invuln, can someone help me commit?
If not, tell me why WP is my best choice.
