Emp/Sonic Help Please
In case you're wondering, I've found that I don't use Absorb Pain nearly as often as I thought, so I got rid of it. It was a good panic button heal, but in the end, I didn't use it enough to justify the spot.
Ultimately, I see this Emp being used in L50 missions, such as TFs and Portal Jockey accolade work.
I think you're fine on attacks. You've got the tools to pitch in damage, manage a little agro or kill something if you have to.
Recovery aura is overslotted with endmods. Unslotted it's enough recovery to provide basically limitless endurance and fully slotted it's still not strong enough to counter something like the recovery crash after a nuke. Unless you're looking to counter heat exhaustion in pvp, you're fine with only recharge here.
Adrenaline boost has a similar issue. One endmod is enough for it to counter a nuke crash. More than that is probably overkill. Since you do already have six slots allocated for it, I'd suggest going with something like 5 doctored wounds and 1 endmod.
With stealth and superspeed you can already cap your stealth vs npcs. I'd swap invisibility for phase. The lotg you have slotted in invisibility can be moved to grant invis.
A steadfast protection 3% def to all would go nicely on top of the defense set bonuses you've put together. One of the slots you save from recovery aura could go on mind over body to slot that piece.

I followed the suggestions and also moved Stealth to earlier in the build. This will allow the toon to be a Stealth/TPer for the Posi TF (for example).

Since you've stated this is supposed to be a late-game build I don't suppose it would matter much, but why waiting until 16 for Fortitude? With the exemplaring rules you'd have it available even for early content like the Cavern or Posi so I suppose it's okay as-is, I just normally advise getting it right at 12.
That aside this looks like a solid build, especially for someone who's chosen to take a healing focus. You've got a couple well-slotted attacks here and you're making good use of the controls available to you. You might consider dropping Phase Shift for Screech unless you're taking Phase Shift for PvP reasons or something. In my experience since Phase Shift was changed a while back its utility is extremely limited.

You have a very poor amount of global recharge for an IO build. At high levels or on large teams this will impact your team support ability with non-perma AB (even under Hasten), fewer teammates under Fort and longer cooldown for your auras.
For defense, I usually recommend getting 20 or 32.5 defense (or slightly more). This way you can softcap yourself by eating 2 or 1 small purple inspirations respectively. Half of stealth's defense is suppressed when you're attacked so keep this in mind.
Your choice of Concealment for a powerpool puzzles me since with SS and a Stealth IO most PvE enemies won't see through you, and those that do will see through all the Concealment powers anyway. Unless you are taking this for concept you'd be better served taking Leadership or other things more beneficial to you or your team.
Personally I'd drop AoE defense as a build goal since I've never found it much useful. I'd much rather get permahasten levels of recharge for a lategame build on an emp. However, if you insist on keeping the AoE defense, I'd suggest something like this. You have 30% more global recharge and 5% more ranged defense, and everything else is almost the same. This example drops concealment for leadership.

Yes to more recharge for all the reasons Laevateinn listed. In fact I'd likely scrap aiming for defense at all over gaining recharge. Your primary "defense" is having those auras up asap and those teammates you are busy buffing to the nines who should be holding all that aggro for you (negating the need for all that lovely defense). I wouldn't skip Howl even on a support/non-offender build. Howl isn't an attack, it's a 20% resistance debuff applied to an entire mob. Likewise you are a defender, meaning the buffs from Leadership are second to none. Take them, slot them, use them.
Ideally I'd rearrange things so Howl was taken early enough to see usage on a Posi TF. Even more ideally I'd find a way to squeeze in Screech and slot it up, but ...

I prefer playing the Emp as the healer primary and not so much the "fighting Emp" that some prefer. That said, here's the build so far. I would like better ranged and AoE defense, but I'm not interested in turning her into a fighter.
