After playing tanks off and on for 5 years, here's one that works well for survivability and is generally well balanced.

Will Power/ Dark

A very well balanced tank - the best health regeneration,
a balance of some damage resistance, and some defence.
TIP: Slot SIPHON LIFE with 3 accuracy and 3 recharge.
This gives you the maximum benefit of this power for heals vs damage.
The damage is so good for this power it is a shame to slot for just
heal. TIP2: Pick up SOUL DRAIN and 3 slot for accuracy and 3 slot
with recharge to keep your damage level up when soloing.
TIP3: You won't have a problem with endurance if you take quick
recovery, so you won't really need DARK CONSUMPTION.
However if you need an AoE damage power, you can take DC for this
purpose - 2 slot for accuracy, 3 slot for damage, and 1 slot for
recharge. SOUL DRAIN first then follow with DARK CONSUMPTION.
SOUL DRAIN will increase your damage and accuracy so DC will
be far more effective. Great for those situations that you are outnumbered
and need to kill those around you faster. SOUL DRAIN lasts for quite a while
(30 seconds), so your single attacks will take down your enemies faster
as well.

I agree: WP/Dark is one of the strongest combinations. Then again, Dark Melee makes any tank tougher regardless of primary, and is especially beneficial to defense sets because of its to hit debuff.

Some further tips would be to:
  • take taunt, and
  • pick a level 41 pool that gives you a variety of multi target attacks, even if they do little damage.
From a min/max point of view I think Earth Mastery works best; Salt Crystals and Quicksand are available straight up.

Note: Siphon Life (and all self heals that I'm aware of) use a table based off the base hp of the AT, not your current maximum. So Siphon Life heals you 20% of your base hp. An SOed WP Tanker with HPT 3 slotted for health has 130% normal hp, so SL would only heal ~15.38% of their max. The more maxhp you stack (Accolades, IO bonuses, etc), the lower that percentage becomes.

I'm not saying that Siphon Life's heal isn't still good - it certainly is - it's just a bit diluted with WP.

I'd still slot Soul Drain with Accuracy. Yes, it has a 20% accuracy bonus, but I wouldn't slot any attacks with just 20% accuracy. Likewise, I wouldn't leave Soul Drain with just 20%.

An interesting dynamic needs to be pointed out for this and any dual benifit powers-

If you want to get the most of both heal AND damage from this power, slotting for recharge gives you better damage and heal over time. Example: 3 acc, 3 heal gives you the same healing over time as 3 acc, 3 recharge (you heal 2 times for default amount, compared to one heal for twice as much as default = same heal total), BUT with the faster (2x) recharge you would be doing double damage over time as well,
as if you had slotted 3 acc, 3 damage.

Or to put it more simply - 3 acc, 3 rech is like sloting 3 acc, 3 heal, 3 damage.
A 9 slot build! Joy.

It's an interesting dynamic that can be exploited.

He was 3 slotting it for accuracy; I was recommending 2 slotting it for accuracy, which is pretty much standard for me for anything at generic IO levels.

No. I'm just appologizing for some of these posts in general. Not to any specific comment made here. Just trying to appease a few of the vets marking their territory at present.
