As far as I know, NCsoft has never deleted any toons, even after quitting for awhile and then coming back. That is what most MMO's do, and never delete toons. When you re-activate your account again, your heroes and villians will still be there.
Your characters will be there.
Names on sufficiently low-level characters might not be there if they run the name purging script.
Your time towards any Vet Rewards will suspend during the non-billing period. This - not the chance that characters would be deleted - is a primary reason people keep the billing going.
You will not be allowed to post on the forums during the non-billing period - another reason some folks keep paying while on a break.
It used to be that any stuff stored in the Market would delete after 60 days, but that changed quite a while back.
BTW - the Reactivation Weekend coming up with Double XP in March would be kinda icky if NCSoft deleted characters from inactive accounts.

I thought about this for a short time and might end up doing so if I feel I need to take a break from CoX since I've been on as of Jan.09'.
I do work with a guy who got back on 4yrs later after playing WoW and his Toon was still there! Amazing as it was.
I know that some people will break from the game but will continue to have NCSoft auto deduct them every month the $14.99 so they won't loose there already created toons.
What if someone elected to break from the game but cancel the auto deduct of $14.99 per month? Is there a time frame that NCSoft has set to delete all your toons and account info if you are gone for a certain period of time without paying the monthly subscription fee? I think I would shriek with sheer pain if I lost my toons. We all know how hard and long it takes to build what we have created. Out of my 9 Toons, I got 7 to level 50, one at level 47 and the other at level 36.
I guess if they said "60 days and we delete all!", I would be inclined to keep paying until I get the itch to come back. Now that I think about it, it would be too scary to even entertain this thought but if they said even if you temporarily close your account, we will keep your toons in archive indefinitely until you decide to come back to us with open arms...hehe.
