Teaming post I16 is easier than ever. With "Super Side-Kicking" everyone gets xp, including those that are exemplared. Also you may want to check out a few Champion community global channels that are pretty active:
BMT of Champion--Moderated so discussion is geared toward teaming and tf's, and very active.
Champions United--Open discussion and chat. Also active.
These channels are pretty active for blueside and redside activity. There is also a channel that is exclusive redside. Please feel free to pm me in-game at @TFury or @T.Fury and I'll see if channel mods can hook you up.
Of course, the best way to get teams is to be pro-active and start one.

I came back to this game after close to 5 years. It's pretty difficult to find people to play through the game without power leveling. Is there anybody out there that would like to make a team and level at the same pace?
