powerslots all the same

My alt and control tabbed rows for power slots include everything in my first row. If I try to delete any of them, it deletes that slot in all 3 rows. Is there an option or something to fix this?

ex: 1st slot is slash, 2nd is swipe. These 2 powers will fill the first 2 slots in my alt and control bars, and if I delete them in any of the 3 bars, the power is deleted in all 3 rows.

That's because they're all set to tray 1. At the left of the bar is a number with < and > on either side. Use the arrows to change them to different trays. You have 9 in all.
