Somewhat unusual plan for a Fire/DB tanker
Threw something together for you, working from your original. I think the biggest thing was that you were going for too many types of defense. If you want to specialize in those low to midrange TFs with this character, Smash/Lethal defense is probably going to work well (well, Smash/Lethal defense only can work well at any level). I managed to get a bit more recharge and up the Smashing/Lethal defense to about 30% (shy of it by .8% though you could get higher if you really want to invest in Kinetic Combats... which I hate to do, personally).
The two sets of Obliteration are going to cost, but I figured you could swing it, from what I know of your past purchases and how many TFs you run.
No Sweep Combo with my setup, but I think 1K Cuts will do well enough for KD on its own, and AV works nicely on its own for a combo. I did drop in Combat Jumping sooner... it's nice for defense, and you'd want it earlier for the low and midrange stuff, I would think.
I did forget that Moonfire caps out at 28 (Hess is 30, I think), but I think you could go up to 31 with your sets to still be good there. I assumed you were sticking with Ninja Run for a travel power from your original setup. If you find slows enough of an issue, you could add to Temperature Protection's help by adding a travel power instead of Burn.

Yeah, I kept the Multistrikes in Blazing Aura as it needs the reduced end use, and you're not getting any mileage out of the large amounts of Recharge that Obliteration offers.
As for the Obliteration recipes, it depends on how impatient you are. I got most of them without too much wait, and got the proc after laying out a good amount of influence (which didn't hurt me too much, since I had just sold the second Purple I've ever had drop for me).
20% recharge will be pretty decent. I realized Grey Pilgrim has been sitting at 10% for awhile (until I got another 5% from slotting Obliteration into Fire Sword Circle), and Healing Flames is up plenty fast (though a big stack of Cimerorans occasionally makes me wish it would come back sooner... 20 seconds is pretty darn good for it, though, and Hasten would only get it back up five seconds sooner). Consume, well, I tanked Reichsman for 45 minutes straight on my first Dr. Kahn, and Consume recharged fast enough throughout that encounter to keep my endurance bar happy with 10% recharge on top of the 90% I have in Consume.

I've revised this build a tad --- this is what it looks now. There does seem to be some recent interest in Fire/DB, and it's always been a build that made sense to me, and something I've wanted to try. I added "yeah right" sets of level 30 Obliterations to some of the powers, although I suspect those will be a long time coming, and in the interim Multi Strike also helps.

Just chipping in, if you're going to be doing TFs a lot, you're going to be teaming a lot, and teams make Burn better - you're more likely to have someone who can immobilize or incapacitate enemies in the damage area.
Decent point, Talen. Who you team with usually does make a difference. I do like building as best I can for any situation that I run into, which is why I go without Burn myself. I know Hera plays with some good people and runs with PUGs, too (judging from the not so good Synapse TF we were on together once, heh), so not sure what the deciding factor would be there.
Your new build looks pretty good, Hera. Might be worth dropping the +recover Miracle in Health and going for a straight Numina heal. Fiery Aura probably will get more mileage out of regen than recovery, since Consume covers things pretty well. So the same for your epic picks, you would probably be okay without Physical Perfection, etc. But I know you do like having more of an endurance cushion than I do. I think I have Grey Pilgrim at about 2.2 end/sec net, and Consume fills in the gaps in sustained fights, or when someone end drains me.
Your current build doesn't have any accolades, either, so that may change your numbers a bit... I know you usually go for those.

I may find that I can do without Conserve Power and Physical Perfection; the character seems reasonably efficient without them; then again, I don't have the Tier 8 and 9 attacks in place yet either. If there ever were a character where Focused Accuracy was attractive, a DB would be it.

An update here in the saga of this tanker. I ran the Positron task force yesterday with this tanker.
Aggro was a bit of an issue, given that I didn't take the aura until level 22, after Stamina. Fortunately I had Taunt. Because of my lowbie oriented slotting, I did have a number of important set bonuses available at exemp level 15 (max power level 20). Ran this with 2 scrappers and a controller.
We did fine versus the clockwork. Versus Vahzilok, I just set Healing Flames on autopilot, and by this was usually around 40% resistance to toxic, which was a godsend. The Weaken combo was active and fairly effective on anything. Not a whole lot helped versus the CoT, especially when the controller decided to go off and solo spawns with Confuse and Superior Invisibility; we worked a whole lot better when the controller was near than when away.
I am astounded at how efficient I was on endurance when I was only running two of the six toggles. I suspect it will be different come Synapse, which I suspect I will be running soon.

The discussion of fire tankers has made me rather nostalgic for mine. So I rolled one a couple days ago, and by a long session of TFing last night got her to 20.
The planned utility of this character is going to be to run the old line Freedom Phalanx task forces, especially the more rewarding early ones; and to be a tanker of choice for running them and earning merits throughout her career.
I've worked up a build based on capping set IO levels at around 30. Their actual levels will of course be what I can find. The idea would be that this character retains a lot of her set bonuses while auto-exemped by lower level task forces. This character could perform within the realm of expectation for a fire tanker on higher level content, but is optimized to get good within the Citadel/Hess range.
Specific issues:
Burn? I take it in this build but put it off until later, and do not feed it slots. I find it useful only as a solo aggro dump and distraction, rather like Caltrops on a scrapper. Do I dump it? In favor of what? A real travel power? (Plan on getting by with Ninja Run right now)
Or Hasten? The build is rather low in recharge for a set that relies on a self heal.
Or I could swap it with Power Slice, which is really only needed after you get 1K Cuts, and dump Combat Jumping in favor of a real travel power.
