psy has silly range and can stagger attacks to be a 1-person mini-spike. rad has a stun and a super-proc-able rapid fire tier 1.
Infinity and Victory mostly
dUmb, etc.

Psy is definitely better. It has arguably the most broken thing in the game - placate proc.

It's a placate proc IO. It's broken and works 100% of the time instead of the intended 20% or something. Every single time you use will dom, you placate your target, and there's nothing they can do about it.
