Rad/energy question?

I have seen 1-2 post about getting soft capped smashing/lethal defence on a rad blaster. I have tried to do this with no luck. Is it possible to build a soft capped smashing/lethal defence blaster with fly or at least some good ranged defence. Since I failed at the soft cap def. I tried to build this ranged def blaster. Hmm no replies. Maybe its my secondary. Maybe rad/fire or ice with fly easier to build for ranged def or soft cap S/L def?

Hey there. I realize you have already posted your final build but if you ever want a 2nd build on TechnoRad that is a Smashing/Lethal here are some ideas. I left all your power selections and pool choices alone so this is not soft-capped (I think Cold Mastery with frozen armor would get to the soft-cap easily) but consider this info that Fulmens shared with me recently, when commenting on an E-E-x ranged capped build I am trying to do.

My tendency would be to worry less about ranged defense, which will free up an enormous amount of flexibility in your build. I'm going to put some "markers" up for defense and what it means:

25% - twice as hard to hit.
32.5% - almost three times as hard to hit. At this point you can "hit elude" and cap your defense with a single purple inspiration for 60 seconds, if you haven't been Defense Debuffed.
37.5% - four times as hard to hit.
40% - five times as hard to hit. This makes you roughly as tough as a level 35 scrapper with SO's and no pool defenses, discounting their superior mez protection.
45% - softcapped. Ten times as hard to hit. Twice as good as 40%.

For my playstyle, 37% plus carrying a few purples is plenty. That's a very personal statement and your results will undoubtedly vary.
That really made me think about subverting some of the big advantages in the global boosts of an IO build in pursuit of a soft-cap of any kind.
This quickie redo of your build is at 38.7% Smashing / Lethal, but has huge improvements in global accuracy (59% vs 23%) and recharge (45% vs 17.5%). Global damage boost fell from 21% to 6%. So if I was going to try to optimize it I would try to release some Accuracy for return of Damage. Slots were moved dynamically so the level up order would have to be fixed.

PS: It sure is fun to click the green button on PFF and watch all the Defense bars on this build go to 93.9% or higher. I think I'll have to have a Force Mastery Hero one day.
