NVIDIA's 64-bit driver support has a history of being... suboptimal. Try going back to an older driver.
That said, I just went back to Windows XP to avoid stuff like this. There are a ton of minor annoyances in 7.

Okay so I just upgraded to windows 7 64 bit. I have an Nvidia 8500 GT 1GB. And I just updated the drivers so that isn't the problem. Regardless, I get we're glitchy graphics in game at some points. Its not Unplayable, its just extremely annoying. here's some examples:
