I had the same problem. Try right-clicking on it and chooosing "Run as Administrator"

you need to remove the current mids you have and download the newest version of mids that should be in the link that ignicity posted.
I realise this was asked before but it seems that every second time after I redownload mids it goes back to issue 13. Does someone have a fix for it? If there is a website, mind sending a link for it please?
