Invul/SS Build
I would think that you would be better off going for smash/lethal defense using reactive armor in shields and kinetic combat or smashing haymaker in attacks.
You'll also want to take dull pain MUCH sooner (pre-level 10) and max recharge and heal. You can hold off getting resist energy and resist elements until the very end.
And I have no idea why you picked stealth, invisbility, and phase on a tanker. You are much better off going with fighting for tough and weave, or for an epic to pick up some ranged attacks and utility powers. The only purpose I can think of is PvP and this is not a pvp build at all.
I also would move the heacatombs to one of your early, fast recharging attacks to have the proc go off more often and to be available when you exemp down.

The build itself looks decent, but the IO selection puzzles me. You don't get any set bonuses from slotting a single IO of a set, so you might just be making your build more expensive with the single TtmC'tng-ResDam in Resist Physical Damage, and particularly the Zephyr in Combat Jumping.
I'd dump the Zephyr and stick Stealth's Kismet there, and put an End Redux in Stealth -- if you plan on using Stealth while fighting, etc.
On Temp Invulnerability, I'd swap one of the Resist Damages for a Resist/End Redux, since you're at about the ED cap with 3 solid Resists + the End/Resist.
The EnManip-Stun% in Unstoppable will only have a chance to proc on *you*, not your enemies. Swap 'em for Recharges, or regular EndMods if you really want endurance.

You can put off RPD till later, but you really and I mean really should have Invincibility at lvl 18. Read CMA's guide to understand why. Resist Elements is considered skip-able by most or only brought in late in the build. I'd move Unyielding into the lvl 8 power as mentioned in the guide as well. You'll also want Dull Pain really early and at minimal 5 slotted for heal and recharge, if not 6 slotted. You won't be disappointed by these changes. Again, read CMA's guide for more info.
