Yes it does, it will need an accuracy check in order to fire off. It should also check per enemy near you. I wouldn't bother slotting it in Dark Regeneration due to its extreme cost and its modest buff. You would be better off slotting a Theft Essence: Chance for Endurance due to the fact that Dark Regeneration has a huge heal component already and doesn't really need anymore healing and the fact that its 1.77 billion influence cheaper.

Well I mean, does it fire off on me or on the foes I hit with DR ?

I believe from my understanding is that it has a chance to fire off for every enemy the to hit checks off in range. So it has the potential to stack and give you health/endurance multiple times in one click

I don't know I went ahead and put it in DR and it is healing and granting endurance to foes - I don't see any procs landing on me.
I guess I'll need to respec and move it to health.

You'll need to check your system chat and see if it's granting bonuses. It should be going off whenever you click it with foes in range.
